Description

Bahia’s State Program for Energy Transition (PROTENER), established by State Law nº 14.889/2025, provides the legal and programmatic framework for the state’s energy transition. The policy integrates actions focused on wind and solar power generation, low-carbon hydrogen, and agroenergy, while also promoting energy efficiency and innovation in research and development (R&D). It has an intersectoral governance structure coordinated by the State Secretariat for Economic Development (SDE/BA) and a committee composed of different state bodies, such as the State Secretariat for Infrastructure (SEINFRA), the State Secretariat for Science, Technology and Innovation (SECTI), the State Secretariat for the Environment (SEMA), and the Institute for the Environment and Water Resources (INEMA). PROTENER brings together investment, technological innovation, and the development of value chains linked to a just and orderly transition, positioning Bahia as a national reference in clean energy.
