Description

São Paulo has built one of the most comprehensive climate governance architectures in the country by integrating strategic planning, climate justice and municipal implementation within a single system. The state combines three main instruments: the Climate Action Plan 2050 (PAC2050), which defines the pathway to climate neutrality by 2050; the State Climate Adaptation and Resilience Plan (PEARC), which prioritizes climate justice and territorial adaptation; and VerdeAzulDigital, a platform that certifies and tracks climate actions at the municipal level. This integration enables mitigation and adaptation targets to be translated into measurable local policies, with more than 500 participating municipalities, thousands of audited records and plans developed with broad social participation. The model combines a long-term vision with concrete implementation and monitoring mechanisms, making São Paulo a national and international reference in subnational climate governance.

Direct Results

- PAC2050 published in 2022, with more than 600 contributions in the public consultation and Net Zero 2050 targets. - PEARC completed in 2025, also with more than 600 contributions, establishing regional guidelines for adaptation and climate justice. - VerdeAzulDigital with more than 500 participating municipalities and thousands of environmental records submitted and validated.
