The Energy Transition in Pernambuco integrates economic and ecological planning, port and industrial infrastructure, and incentives for technological innovation under a single strategy. The state has established three main initiatives: i) the Pernambuco Plan for Economic and Ecological Change (PerMeie), which sets forth principles, goals, and governance; ii) the Suape Hub for Energy Transition, which transforms the Suape Port Industrial Complex into a hub for sustainable fuels, including a pioneering e-methanol project (estimated investment of R$ 2 billion and capacity of 100,000 t/year), selected through a call for proposals by the Ministry of Mines and Energy (MME) and with a Preliminary License issued by the Pernambuco State Environmental Agency (CPRH); and, iii) the Pernambuco Institute of Science, Technology, and Innovation (IPECTI), with calls for proposals from the Secretariat of Science, Technology, and Innovation (SECTI) and the Pernambuco State Foundation for the Support of Science and Technology (FACEPE) focused on renewable energy and decarbonization. This combination creates a virtuous cycle: the plan ensures predictability and legal certainty, the hub provides the infrastructure for the new economy, and incentives for innovation stimulate applied research and the generation of local knowledge. The initiative consolidates Pernambuco as a national leader in fair and competitive energy transition, capable of attracting capital, generating green jobs, and inspiring other states to unite public policy, port infrastructure, and science in support of a low-carbon economy.
- PerMeie launched (November 2023) and Guide/Action Plan published (July 2024), including priorities and an implementation roadmap. - Suape Hub selected by the MME in a call for hydrogen/sustainable fuel hubs and official announcement of the e-methanol plant project (R$ 2 billion; 100,000 t/year). - Preliminary License issued by CPRH for Brazil’s first e-methanol plant in Suape (European Energy), confirming R$ 2 billion and 100,000 t/year. - IPECTI, FACEPE Call for Proposals nº 16/2024 (Renewable Energy and Decarbonization) launched and final results announced (October 2024).

The model is easy to adapt in states with ports or industrial complexes. It involves developing an overarching plan with practical guidelines, establishing or accrediting a hub with infrastructure for sustainable fuels, and promoting innovation to address technological bottlenecks. This approach reduces risks, provides predictability for investors, and accelerates industrial decarbonization without relying on a single source of funding.Innovation:
