Description

The Alagoas Climate Seal recognizes public and private organizations that register their greenhouse gas (GHG) emissions inventories in the State Public Registry. The initiative adopts three levels (Bronze, Silver and Gold) according to the scope of emissions accounted for and the independent verification of the data. The seal follows the GHG Protocol standard, an international reference for corporate inventories, and is valid for one year, subject to renewal and proof of emissions reductions. The technical terms of reference published by the Alagoas Institute for the Environment (IMA/AL) define the methodology, criteria, required documentation and assessment procedures. By promoting transparency and the standardization of inventories, the seal strengthens the culture of measurement, reporting and verification (MRV) and encourages the integration of the climate agenda into business management.

Characteristics

Replicability:

The Alagoas Climate Seal solution can inspire other subnational governments to create public registries and transparency seals based on recognized methodologies, such as the GHG Protocol. Its structure is simple (an administrative ordinance, terms of reference, and a digital form) and involves low operational costs, which facilitates adoption by state and municipal environmental agencies.

Innovation:

It is the Northeast’s first state-level climate transparency seal, incorporating independent verification criteria and including Scope 3 emissions (Scope 3: indirect emissions from the organization’s value chain) at the highest levels. By turning emissions measurement into public recognition, the seal encourages business engagement and positions climate transparency as a competitive advantage.
