Responsible agency and legal instrument

Responsible agency:

Mato Grosso State Secretariat for the Environment (SEMA/MT)

Legal Instrument:

Decree nº 1.473/2025 (establishes CAR Digital 2.0); Decree nº 780/2024 (CAR Digital); Decree nº 1.031/2017 (creates SIMCAR); Decree nº 288/2023 (consolidated areas).

Description

CAR Digital 2.0, operated by the Mato Grosso State Secretariat for the Environment (SEMA/MT), is a platform that automates the analysis of the Rural Environmental Registry (CAR), integrating different geospatial databases and standardizing technical criteria. This modernization, associated with the Mato Grosso Rural Environmental Registry System (SIMCAR), makes it possible to validate information declared by rural landowners more quickly, reducing response times and strengthening the Environmental Regularization Program (PRA). This solution covers all 142 municipalities in Mato Grosso and represents a decisive step toward consolidating environmental regularization, ensuring transparency, and creating the basis for instruments such as Payment for Environmental Services (PES) and systems for measurement, reporting, and verification (MRV) of emissions in the land-use sector.

Direct Results

- More than 121,000 records eligible for CAR Digital analyzed by 2025, with 9,186 records approved and an expansion target covering all municipalities in the state. - Full integration between SIMCAR and the national system (SICAR), reducing inconsistencies and eliminating manual validation steps. - Standardization of technical criteria for Legal Reserves and Permanent Preservation Areas (APP), which facilitates adhesion to the PRA. - Publication of modules and operational rules for version 2.0, with phased implementation and training for municipal and regional teams.

Indirect Results

- Acceleration of environmental regularization for rural properties, reducing legal uncertainty and expanding compliance with the Brazilian Forest Code. - A solid database for PES, REDD+, and traceability programs for sustainable value chains (soybeans, beef, timber). - Strengthened transparency and digital governance, encouraging the confidence of investors and buyer markets.

Characteristics

Replicability:

This solution can be replicated by other subnational governments that have a legal basis for a rural environmental registry and technical teams trained in geoprocessing. It requires integration with the national system, a dedicated subnational platform, and standardized rules for automatic validation. It can reduce operational costs and accelerate compliance with forest regulations, with potential for adaptation to diverse environmental contexts.

Innovation:

The first state-level system for automated analysis of the rural environmental registry, integrating geospatial data, validation intelligence, and unified technical criteria. The system turns environmental regularization into a digital, traceable, and transparent process.
