Rio de Janeiro has established a robust state-level reverse logistics system, integrating regulation, technology, and enforcement into a single framework. Decree nº 48,354/2023 established the General Regulation on Reverse Logistics, which sets forth rules by supply chain (packaging, electronics, tires, among others) and instituted the State Reverse Logistics System (SISREV-RJ), a digital platform that centralizes the registration of Reverse Logistics Plans and the submission of Performance Reports. Operated by the State Institute of the Environment (INEA) and supervised by the State Secretariat of the Environment and Sustainability (SEAS), the system allows for the monitoring of targets and indicators (such as collected and recycled mass and territorial coverage) with an audit trail and public reports. This integration reduces transaction costs for the private sector, increases transparency, and strengthens the circular economy, promoting regulatory predictability and alignment with national waste targets.
